The following article appeared in the 110th issue of O Poder Popular, the journal of the Brazilian Communist Party (PCB). Undersigned by the PCB Central Committee, the article bears the following title: 'The political crisis exposes the rottenness of the bourgeois state: Only popular struggle can change Brazilian reality!'
Brazilian Communist Party assesses political situation
The current Brazilian political crisis must be understood as a dispute between fractions of the bourgeoisie represented in the institutions of the Republic, in the struggle for control of the State aiming to maintain their privileges, profits, and particular advantages. The promiscuous relations between economic groups, political agents, and institutions, revealed by the scandalous financial fraud involving Banco Master, which used public resources for personal and private group benefits, exposed the dynamics of power and economic interests that encompass the entire structure of the Brazilian State, political parties, the financial system, parliament, churches, judges, among other public figures and organisations.
This crisis, beyond the moralist denunciation that the big media insists on highlighting, also has an evident and direct relation with the political and ideological motivations of the international far right, interested in discrediting and weakening the Supreme Federal Court (STF - which had a prominent role in combating the attempted coup d'état of January 8, 2023), with the objective of strengthening the right-wing candidate for the presidency of the Republic in the next elections, in addition to trying to destabilise the ongoing electoral process itself. It is important to emphasise that the policy of broad sectors of delegating to the STF the protagonism in combating coup-mongering proved to be flawed and with a high political and social cost.
On our part, there is no illusion about the class character exercised by the Brazilian Judiciary, including the STF, which, at various moments, has already demonstrated in its essence to defend the agendas of the bourgeoisie, especially when it comes to issuing decisions that remove rights conquered by workers, such as the validation of unrestricted outsourcing (even the core activity of work) and pejotisation (hiring workers as independent contractors through their own legal entities), the prevalence of the agreed over the legislated in collective bargaining, permission for hiring social organisations in public administration, progressive destruction of Labor Justice, cutting of salaries of public servants on strike, among other attacks.
Bar Trump's attacks on Latin America
On the international plane and internally, we must continue denouncing the actions and objectives of the far right, centrally enunciated by Trump's playbook for Latin America, that is: create the conditions for the surrender of Brazilian natural resources and eliminate any possibility of multilateralism, with Brazil as a regional exponent under this perspective. US imperialism wishes to influence in the sense of subjecting Brazil politically and economically to its direct interests, deepening the process of removing rights from the working class and obstructing every attempt or proposal for inclusive economic and social development. It seeks to advance in the radicalisation of the neoliberal State model, expanding the restriction of scarce democratic liberties and the persecution of social and party organisations of the progressive and left field.
The moment requires firmness and courage to denounce and radicalise the combat against the political, economic, and social structures responsible for the outbreak of this crisis typical of the capitalist State. We demand broad transparency in the investigation of all possible those involved in spurious relations with Vorcaro and his accomplices, including Supreme Court ministers, parliamentarians, businessmen, party presidents, parliamentarians, owners of evangelical churches, candidates for the presidency of the Republic, and everything that comes to be revealed in the course of the investigations.
The protraction of these investigations, the institutional cronyism, the subjugation of the use of the pamphlet of the coup-mongering far right, in this current context, will only serve to further fuel the discredit and attack on the already battered institutions of the Brazilian State under an authoritarian perspective, flirting with the interests of US imperialism, which has been increasing its influence on the continent. It is necessary to widely disseminate the facts ascertained, so that the Brazilian population can be the main judge of this entire process and so that all the guilty are punished.
For radical changes in the Brazilian Judiciary and nationalisation of the financial system
Beyond these necessary measures, the PCB understands that the Judiciary and the whole set of State institutions must undergo a profound transformation, capable of altering their ordering and dynamics of action, with transparency and social control over the activities of justice, as well as mandates with defined and revocable terms for judges of regional and superior courts. Communists defend the broadest democratisation and socialisation of the structures of the Brazilian State, which have always fundamentally served the power interests of the various segments of the bourgeoisie and the logic of exploitation and domination imposed by the capitalist regime. The effective combat against corruption scandals also passes through the nationalisation and popular control of the entire Brazilian financial system, umbilically involved with the cases of corruption in the country.
Such proposed measures and actions aiming not only at the due investigation and dissemination of the facts, but at radical changes in the form of functioning and action of the constituted powers, directly interest the great majority of the Brazilian population, the working class, which has the right to decide on how institutions should function, how the destination of public resources should be determined, how the priorities of public policies should be defined.
The PCB fights for the construction of Popular Power on the path to socialism and combats the privatisation of the State so that within it the demands predominate and the needs of workers are met.
Our conception of Popular Power is based on overcoming the fragmentation of social struggles, which must coalesce around a political project built with autonomy and independence from the State and capital, in the concrete experience of permanent confrontation with the class enemy. In this way, always seeking to stimulate the contradictions present in the conjuncture and in Brazilian reality, we intend to contribute to the maturation of the process that leads to the socialist rupture.
Therefore, we call on workers, youth, popular, union, and social movements, and all those committed to democratic liberties and the rights of the people to join the struggle for profound reforms of the Brazilian State. It is necessary to radically democratise the Judiciary, expand popular control over institutions, combat privileges, subject the financial system to the public interest, and build permanent mechanisms for direct participation of the population in major national decisions. Only the independent organisation and conscious mobilisation of the working class will be able to open the way for a proletarian State, effectively submitted to popular sovereignty, and for the construction of a new society.
Organise, mobilise, and fight! For profound transformations of the Brazilian State, for Popular Power and for socialism!
